Dear Chauncey:

	Here are some phrases that occur to me that might be useful.

Q:

A: California is slipping further and further into betting on good
weather and relying on other states and countries for its energy
supply.  California's electricity is getting more and more expensive
and a price crisis is even more likely than a supply crisis.

Every proposal for getting more energy or making do with less has
its uncertainties, disadvantages and opponents.

The most successful way of making do with less energy is accepting
unemployment.  We can bet that California can successfully keep its
population employed concentrating on service industries that
use less energy than manufacturing, but this isn't a sure bet.
